US-sanctioned SCF Primorye transfers Russian crude east of Singapore

The US-sanctioned tanker SCF Primorye transferred about one million barrels of Urals crude to the Ocean Hermana roughly 70 miles east of Singapore on 3 June, Bloomberg reports. The 900-foot tanker, owned by state company Sovcomflot and sanctioned by OFAC in October 2023, loaded the cargo at Novorossiysk in late April. The Equasis database lists Kolkata-based Sygnius Ship Management as the operator of the roughly 20-year-old Ocean Hermana, but the company told Bloomberg it was only the crewing agent. Another sanctioned tanker, the Bratsk, loaded Urals at Novorossiysk on 23 May and was following the same route, due off Singapore on 17 June.
