How these figures are made

  • US: we start from today's OFAC SDN list and replay OFAC's published yearly archives of changes backwards to January 2022. That gives every vessel added, removed or amended, with the flag OFAC recorded at each step.
  • UK: the UK Sanctions List gives each ship's designation date and its "current believed flag". The UK publishes no dated flag history, so a ship's UK flag counts from the date its entry was last updated. Each monthly update adds any change it finds.
  • EU: Annex XLII (port and services ban) gives the date each ship was listed. It records no flag or ship type, so EU-only ships show "Not recorded" for their flag.
  • Flags are as recorded by each government when it listed or last updated the ship, not a live registry check. The US rarely updates flags after listing, and ships often reflag or sail under false flags; "(false flag)" marks a flag the list itself calls false.
  • Ship types and programmes come from the US and UK entries. Ships without an IMO number, and ships the UK or EU removed before our first monthly check, are not counted.
