Shadow Fleet Monitor collects open-source reporting on tankers and other vessels used to move sanctioned Russian and Iranian cargoes, and summarises it briefly with links to the original sources.

Sources

• We summarise reporting from established news organisations, governments, navies, sanctions authorities, the IMO and EU bodies.
• Reports from monitoring NGOs and think tanks are labelled as such.
• We do not reproduce articles. Summaries are written in our own words and are much shorter than the original.

How summaries are written

Drafts are prepared with the help of an AI system and checked against the linked source. The editor is responsible for everything published.

Allegations

Describing a vessel, company or person as part of a shadow fleet repeats what the cited source says. We attribute such claims and do not state them as our own findings.

Advertising policy

Advertising pays for the site. It never decides what we cover or how.

How ads work here

• Ads are served by Google AdSense. Every ad is marked as advertising and kept apart from stories. We do not publish sponsored articles.
• Personalised ads are shown only if you consent. If you do not, Google shows limited or non-personalised ads, and the whole site remains available to you.
• We do not allow pop-up ads, ads with sound, or ads that cover the text.

Categories we block

In our ad settings we block gambling, alcohol, dating, sexual content, and political and other sensitive categories where Google lets us do so. Advertisers have no contact with our editorial work.

Hosting

Our host, Cloudflare, processes technical request data (IP address, time, requested page, browser type) to deliver the site and protect it against attacks. Legal basis: our legitimate interest in running a secure site (GDPR art. 6(1)(f)). Cloudflare acts as our data processor.

Advertising and cookies

We use Google AdSense to show ads. When you first visit, a consent message from Google asks whether Google and its advertising partners may store and read cookies and similar data on your device, and use personal data for personalised advertising and ad measurement.

• Nothing of this is stored or read until you choose. Legal basis: your consent (GDPR art. 6(1)(a) and ekomloven § 3-15).
• You can refuse and still read everything. Google may then show limited or non-personalised ads, which may still use data needed to serve ads and prevent fraud as Google describes.
• You can change or withdraw your choice at any time with the “Privacy and cookie settings” link at the bottom of every page.
• Google processes data under its own responsibility. See how Google uses information from sites that use its services.

At present the site shows no ads and sets no cookies. This policy will be updated, and your consent asked, before that changes.

Transfers

Cloudflare and Google may process data in the United States under the EU–US Data Privacy Framework.

Your rights

You may ask for access to, correction of or deletion of personal data we hold, and object to processing. You can complain to Datatilsynet, the Norwegian Data Protection Authority.
