US sanctions Iran's oil minister and shadow fleet ship operators

The US Treasury designated Iran's Minister of Petroleum, Mohsen Paknejad, saying he has allocated billions of dollars of oil to the armed forces, including the Revolutionary Guards. It also sanctioned companies in China, India and elsewhere that own or operate ships which delivered Iranian oil to China or lifted it from storage in Dalian, and the State Department identified further vessels as blocked property. Treasury says some 200,000 barrels a day of Iranian crude go to the armed forces. It called this the third round of Iran oil sanctions under the maximum pressure policy.
