Ukraine sanctions 39 shadow fleet vessels alongside developers of Russia's Rassvet satellite system
President Volodymyr Zelensky has put into effect sanctions on 39 vessels that Ukraine describes as part of Russia's shadow fleet, along with ten companies and 19 Russian citizens linked to the Rassvet satellite system, Ukrinform and the Kyiv Independent reported on 30 October. According to the reports, 17 of the ships fly the Russian flag and the rest fly flags including Barbados, Liberia and Panama. Ukraine says they carry Russian crude, oil products and gas condensate to China, India, Egypt, Turkey and elsewhere, and that some are already sanctioned by Western states. The only ship named is the tanker Vasily Dinkov, which Ukraine says made 15 voyages with about 726,000 tonnes of Russian crude in the first half of 2026.
