UK sanctions 11 tankers as 44 European countries back shadow fleet call to action

The UK says 44 European countries and the European Union have agreed to work together against Russia's shadow fleet after it launched a 'Call to Action' at the European Political Community summit. The government announced the move on 18 July, as Prime Minister Keir Starmer hosted President Volodymyr Zelenskyy at Downing Street, and sanctioned a further group of tankers that it says carry Russian oil. The release lists 11 vessels, among them Rocky Runner, SCF Amur, SCF Pechora, NS Lotus and NS Commander. The UK puts the shadow fleet at about 600 vessels, roughly a tenth of the global wet cargo fleet, carrying around 1.7 million barrels of oil a day.
