US senators urge Washington to match allies' shadow fleet designations before 18 October
Senators Jeanne Shaheen and Roger Wicker have urged the Trump administration to begin enforcing the Lindsey O. Graham Sanctioning Russia and Iran Act before most of its provisions take effect on 18 October, according to the Kyiv Independent, which saw their letter. The bipartisan pair called for tougher action against Russian oil revenues and sanctions-evasion networks, including intermediaries in the UAE and Hong Kong. The outlet reports that the EU and UK have designated more than 600 shadow fleet vessels, against 216 listed by the US, most of them in early 2025. The senators asked the administration to "match allied shadow-fleet designations one-for-one", arguing that US measures cut ships off from the dollar system and Western maritime services.
