US sanctions second Chinese teapot refinery and more Iran shadow fleet tankers

The US Treasury designated Shandong Shengxing Chemical, an independent refinery in China it says bought over a billion dollars' worth of Iranian crude, including from a front company for the Revolutionary Guards' Qods Force. It was Treasury's second action against such a teapot refinery. Companies and vessels that carried Iranian oil to China were also listed, and Treasury issued an updated advisory to help the shipping industry spot evasion tactics. Treasury described it as the sixth round of Iran oil sanctions since the maximum pressure memorandum.
