EU's 11th package bars from its ports tankers in suspect ship-to-ship transfers

The EU adopted its 11th package of sanctions against Russia on 23 June, adding port bans aimed at evasion at sea, the European Commission said. Vessels will be refused access to EU ports if they take part in ship-to-ship transfers suspected of breaching the EU's Russian oil import ban or the G7 price cap, or if they manipulate or switch off their tracking systems while carrying Russian oil covered by those measures. Ships must also notify authorities at least 48 hours before any ship-to-ship transfer inside a member state's exclusive economic zone or within 12 nautical miles of its coast, or face a port ban.
