Russian oil cargo appears to have been switched between tankers off Ceuta

A cargo of Russian oil appears to have been transferred between tankers near the Spanish exclave of Ceuta, reviving a practice Madrid believed it had stopped, according to Bloomberg tracking data published by gCaptain. The Panama-flagged Sakarya loaded about 730,000 barrels at Primorsk in October, arrived off Ceuta on 6 November and left on 9 November after switching off its transponder for about 60 hours. Its draught indicated it had unloaded, and its movements suggest the oil went to one of three empty supertankers nearby. A second tanker, Cankiri, arrived on 8 November with about 1 million barrels from Russia's Black Sea terminal. Spanish authorities were not immediately available for comment.
