OSW says Novatek is building a shadow fleet of LNG carriers for Arctic LNG 2
Novatek is assembling a 'shadow fleet' of gas carriers to move cargoes from its sanctioned Arctic LNG 2 plant, according to an analysis by Filip Rudnik of the Warsaw-based Centre for Eastern Studies (OSW). It says three LNG carriers reached the facility in August 2024 and that the vessels belong to Ocean Speedstar Solutions, a company registered in Mumbai. On 26 August one carrier carried out a ship-to-ship transfer off the Egyptian coast, which OSW describes as a way to hide the cargo's origin. The plant's first line, with capacity of 6.6 million tonnes a year, needs about seven carriers a month. The US sanctioned seven ships and Ocean Speedstar Solutions on 23 August.
