Norway brings EU's 21st Russia sanctions package into force, widening grounds to list shadow fleet ships

Norway's Ministry of Foreign Affairs said on 20 October that it had amended its Russia sanctions regulation to implement the EU's 21st sanctions package, with the changes taking effect on 21 October. According to the ministry, the package tightens measures against the shadow fleet: ships that provide services to listed vessels, or carry out ship-to-ship transfers with them, can now themselves be listed. Norway had already written the EU's listing of 41 further shadow fleet vessels into law in August. The amendments also require notification when LNG tankers are sold or transferred to third countries, add reporting duties for operators handling Russian LNG, and extend a transaction ban to two more Russian ports and to refineries that process Russian oil.
