EU Council lists 26 individuals and firms tied to Russian oil shipments

The Council of the EU on 15 June adopted sanctions on two individuals and 24 entities it says are involved in shipping and exporting Russian crude and oil products, including via the shadow fleet. The named individuals are Tahir Garayev and Konstantin Rogach, and the listed companies are registered in Russia, Liberia, Türkiye, the United Arab Emirates, Azerbaijan and Hong Kong, according to the Council. Lukoil-Western Siberia was among those named. The listings formed part of a wider set of measures also aimed at Russia's military-industrial complex and propaganda. EU foreign policy chief Kaja Kallas said the measures struck at Russia's shadow fleet and the networks behind its hybrid attacks.
