Sanctioned shadow tankers carried 57% of Russia's seaborne oil in September, according to CREA's monthly analysis published on 16 October, while tankers owned or insured in G7+ countries carried 40%. For crude alone, the sanctioned vessels' share was 67%; for oil products, G7+ tankers moved 74% and sanctioned shadow tankers 21%. CREA counted 48 shadow vessels under false flags at the end of September, down from 120 a year earlier, and said falsely flagged tankers delivered 2% of the shadow fleet's Russian oil, against 24% in September 2025. The Russian flag was its largest, with 50 tankers carrying 36% of its volume. Urals averaged USD 90.7 a barrel, over double the EU and UK cap of USD 44.1.
