Putin decree restricts disclosure of Russian energy export data, including carriers and shipping routes

President Vladimir Putin signed Decree No. 686 on 28 September restricting the disclosure of information on Russia's fuel and energy sector, High North News reports. According to the outlet, the restricted categories include the names, volumes and prices of export cargoes; sellers, buyers, carriers, freight forwarders and insurers; payment arrangements and transport documents; and shipping routes, transshipment points, destinations, maritime terminals and the timing of cargo operations. The decree requires such information to be kept confidential and limits its spread through the media and the internet, with exceptions such as companies disclosing their own activities. High North News notes that it does not explicitly ban AIS transmissions or commercial ship-tracking, but affects the records used to verify shipments.
