KSE Institute finds only 8 of Russia's 86 'core' shadow fleet tankers sanctioned
The KSE Institute has identified a 'core' group of 86 tankers, 45 for crude and 41 for oil products, that carried Russian oil in every quarter from January 2023 to June 2024. Only eight of them have been sanctioned, six crude carriers and two product tankers, the Kyiv School of Economics institute says. Its study finds the shadow fleet's share of Russia's crude exports reached 89% in June 2024, while its share of product exports held at 35-45%. The institute urges governments to designate the 39 crude and 39 product tankers in the core group that are not yet sanctioned, so as to prioritise future designations.
