EU proposal for 14th package targets LNG transshipment and war-supporting ships
The European Union's proposed 14th sanctions package against Russia would ban the use of EU facilities to transship Russian liquefied natural gas to third countries, Reuters reports. The draft would also bar from EU ports vessels carrying goods that support Russia's war effort, and tighten restrictions on Russian-owned aircraft and trucks. Other proposals would make EU operators responsible for sanctions breaches by non-EU entities they control and require due diligence systems for sensitive goods bound for Russia. According to Reuters, the package also includes a transaction ban on users of Russia's financial messaging system. The proposal did not specify how many ships would be listed.
