EU's 21st sanctions package lists 41 more shadow fleet vessels

The Council of the EU adopted its 21st sanctions package against Russia, adding 41 vessels to the list of ships barred from EU ports and services and bringing the total to 673. The listing criteria now also cover ships that support the shadow fleet by providing bunkering and other services. Eight entities and one individual linked to the fleet were designated, including, for the first time, a crewing agency. The package also suspends automatic adjustments to the oil price cap until 15 July 2027, citing market disruption from the closure of the Strait of Hormuz, and introduces notification requirements for sales of LNG tankers.
